In 1988, ABV Rock Group, a subsidiary to Midroc, was assigned the total undertaking to create a strategic fuel storage program for the Saudi Department of Defence. The program included underground storage plants at different locations in Saudi Arabia.

The undertaking was a Turn-Key project, including all phases of design, procurement, construction, commissioning, start-up and one year of operation and maintenance.

The works were finalized in 2008. At the peak in 1994, the project employed approximately 12,000 persons.
